Water damage restoration in Sun City West, AZ

Sun City West has no city hall: its property owners association works with Maricopa County, and EPCOR provides water and sewer. Most homes date from the 1980s and 1990s, and about one in eleven sits empty part of the year. Here's what that means for water damage, and how to reach an independent restoration provider.

Calls may be recorded for quality purposes.

What PORA, the county and EPCOR each do

Sun City West is an unincorporated part of Maricopa County. The Property Owners and Residents Association (PORA) puts it plainly: “there is no city government, mayor or staff.” PORA, active since 1979, describes itself as the quasi-governmental group that works with the county. When water is the problem, here is where things go:

A 1980s and 1990s housing stock

U.S. Census Bureau survey data (American Community Survey, 2020–2024) puts the median Sun City West home at 1989, and most homes date from the 1980s and 1990s. About 88% are owner-occupied, about 81% are detached houses and about 11% are attached. Each household must include at least one person 55 or older.

The parts worth a look in a home this age:

Coming back to a wet house

About 9% of Sun City West homes, roughly 1,700, are vacant for seasonal or occasional use, according to the same Census data. In an empty house, nobody is there to notice a leak. The City of Phoenix suggests shutting off the water to the house before a long time away, so a failed line can’t run for months.

If you return to water on the floor, a musty smell or stained drywall:

  1. Close the main valve and stay clear of water near outlets or cords.
  2. Take photos and video before cleaning up.
  3. Call your insurer and keep notes on dates and names.
  4. Hold off on fans until mold is ruled out. The joint EPA and CDC guide warns that fans can spread mold that has already started to grow.

Hardness from 3 to 11 grains

EPCOR serves about 15,600 connections in Sun City West with groundwater from the West Salt River Valley. Its 2025 water quality report puts hardness at 3 to 11 grains per gallon, from “moderately hard” to “very hard” on EPCOR’s scale.

Hard water leaves sediment in tank water heaters. The City of Scottsdale’s water heater guide suggests draining at least 5 gallons every six months where water is high in minerals, and notes that a water softener can wear out the tank’s anode rod faster. See water heater and appliance leaks.

The 2019 and 2020 sewer repairs

EPCOR runs the Sun City West wastewater system. It reports repairing or refurbishing 95 manholes in 2019, and repairing and rehabilitating 8,722 feet of gravity main, more than 1.6 miles, across 2019 and 2020. The line from a home to the main is a separate matter, so ask EPCOR where its part ends if you have a backup. Many homeowners policies need an added endorsement to cover sewer backups. If sewage comes up a drain, see sewage backup cleanup.

Heavy rain and a funnel cloud

On August 19, 2014, a trained spotter about two miles north-northeast of Sun City West estimated more than an inch of rain in an hour. During the November 18–19, 2025 storms, a funnel cloud was seen from Sun City West. After storms like these, check ceilings for new stains.

If you find water

  1. Close the fixture valve or the main shut-off, turning it by hand.
  2. Keep away from standing water near electrical outlets.
  3. Photograph the damage.
  4. Call to reach an independent restoration provider that serves Sun City West, and a plumber for the repair.

Questions from Sun City West homeowners

Water is running down my Sun City West street. Who handles it?

EPCOR provides water and sewer service in Sun City West, so a break in the street or at the meter is the utility's to fix. Contact EPCOR. If the water is coming from your side of the meter, the repair is yours, and a plumber handles it.

What does EPCOR's 3 to 11 grain range mean for my water heater?

Your water can run from moderately hard to very hard on EPCOR's scale, and hard water leaves scale in tanks. Draining some water from the tank on a schedule helps. The City of Scottsdale's water heater guide warns that plastic drain valves can break, so turn them gently.

Did EPCOR repair the sewer system in Sun City West?

Parts of it. EPCOR says it repaired or refurbished 95 manholes in 2019, and repaired and rehabilitated more than 1.6 miles of gravity sewer main in 2019 and 2020. That work covered the utility's mains and manholes.

I came back to Sun City West and found a wet floor. Where do I start?

Close the main water valve, then take photos before you move or throw anything away. A joint EPA and CDC guide says that if a home wasn't dried in 24 to 48 hours, you should assume mold has grown, and that fans can spread mold that's already growing. Call your insurer, then call to reach a restoration provider.

Will insurance cover a leak that ran for weeks while I was away?

It depends on the policy and the cause. The Insurance Information Institute says a standard HO-3 policy covers accidental discharge from plumbing but excludes seepage, and doesn't cover damage from lack of maintenance. Read your own policy, and see our insurance guide.
